Organizational Assessment for the San Mateo County Express Lanes Joints Powers Authority – Request for Proposals (RFP)

Through this Request for Proposal (RFP), the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) seeks a consultant to conduct an Organizational Assessment to determine the appropriate organizational and staffing structure. This evaluation enables the JPA team to efficiently and effectively implement the vision, mission, and goals of the Express Lanes Program. The San Mateo County US 101 Express Lanes Project is a multi-agency project initiated to reduce traffic congestion and encourage carpooling and transit use on US Highway 101 (US 101) in San Mateo County.  The San Mateo City/County Association of Governments (C/CAG) and the San Mateo County Transportation Authority (TA) are co-owners of the Express Lanes.  The two agencies formed the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). A detailed Scope of Work is included as Attachment 1 of the attached RFP.
